Teachers Service Commission to Introduce TPAD 3, Updated TMIS, and New Staffing Ratios

The Teachers Service Commission (TSC) is preparing to introduce major updates to its teacher management and appraisal systems. These changes include the implementation of TPAD 3, an updated Teacher Management Information System (TMIS), and revised staffing guidelines for primary and Junior Secondary Schools (JSS).

Transition to TPAD 3

The existing Teacher Performance Appraisal and Development (TPAD 2) platform will be replaced. Reports indicate that TPAD 3 will require detailed, evidence-based evaluations. Educators will be expected to upload certified professional documents and scanned copies of lesson observation forms directly to the new system.

Updated TMIS and Staffing Guidelines

In conjunction with TPAD 3, the TSC is preparing a new TMIS to optimize teacher distribution. The updated guidelines specify that a single primary school stream will accommodate a maximum of 50 students, with one teacher assigned per stream. A standard single-stream primary school will receive six teachers plus one additional educator. Any teachers exceeding this allocation will be redeployed to schools facing staff shortages.

Junior Secondary School Staffing

Staffing allocations for Junior Secondary Schools will follow a distinct model. Each JSS stream will have a maximum capacity of 45 students and will be assigned two teachers.

Medical Documentation and JSS Deployment

The updated regulations also outline protocols for teacher workloads related to health conditions. Teachers seeking a reduced workload due to medical reasons must provide a formal medical certificate from a Level 4 hospital. Additionally, the TSC has clarified its position regarding primary school teachers taking on JSS classes, stating that it does not officially endorse the deployment of primary educators to junior secondary roles.
